"Our consistency in matters regarding refugees has paid off, we've strengthened our negotiating position. Now we must find effective mechanisms to defend our external borders," Polish Prime Minister Mateusz Morawiecki said on the second day of the EU summit in Brussels on Friday. European Council President Donald Tusk said in a tweet early Friday that the 28 EU "leaders have agreed" on a migration compromise which was at the heart of their two-day summit. Under the compromise, migrant screening centres will be set up in EU countries, while centres for refugees saved at sea will be organised outside the EU. Refugees from centres based in EU countries, which will accept such a plan on a voluntary basis, will be relocated to other countries.
