Democracy needs an efficient civil society, but today this society is weak, Polish Deputy PM and Culture Minister Piotr Glinski said at a debate in the Senate as he argued in favour of a bill on a new state agency designed to support NGOs. The bill on the National Freedom Institute - Civic Society Development Centre has already been passed by the Sejm, the lower house of parliament. The Senate on Thursday continued the debate on the bill that it started a day before. The opposition is critical of the new institution, seeing it as a way for the ruling Law and Justice party to curb the activity of independent non-governmental organisations while providing support for obedient and loyal NGOs.
