State of emergency may be introduced if Poland 'ceases to function'

A state of emergency may be introduced in Poland if the state ceases to "function normally", the head of the Prime Minister's Office, Michal Dworczyk, said on Thursday, adding that such a measure would involve severe constraints on civil rights.
