The EU's new fiscal pact should be incorporated into EU law in 5-7 years, the non-euro EU members' participation in eurozone summits should be a rule and not an exception, Poland announced Friday in its position for Monday's EU summit. The summit will debate the adoption of the pact, aimed to discipline the finances of the crisis-torn eurozone. Poland, who wants the non-euro countries to attend eurozone summits as observers, will be represented at the meeting by PM Donald Tusk.
