President Milos Zeman, as expected, decided not to promote Czech civilian counter-intelligence service (BIS) head to the rank of general again, on Wednesday. The government has already proposed Michal Koudelka's promotion three times. Prime Minister Andrej Babis (ANO) said last October that Zeman had promised to him to promote Koudelka. The government wants Koudelka's promotion in recognition of high professional and personal qualities and good results BIS had achieved.
