The Czech Republic should pass a frame law in which it would pledge to annually cut carbon dioxide emissions by a fixed amount, Vladimir Spidla, shadow environment minister of the opposition Social Democrats (CSSD), said on Tuesday. He said the bill should aim at reducing the Czech economys dependence on fossil fuels. Spidla said, however, that he did not think it was likely that the bill would be passed by the end of the current election term in mid-2014.
